We're fairly close to having a full Chinese translation ready (side effect of working with a Chinese publisher on a mobile release), but German and other languages have been a little trickier. We've been relying on fan volunteers to help with those and the results have been mixed and not always timely. We should have a UI/tutorial update for both languages you mention shortly. Full translation (including all story elements) will still be forthcoming.
